Publishing Fails After Delivery Servers are Moved to a New Datacenter (Doc ID 2631752.1)

Symptoms

Unable to publish after the destination was moved to a new datacenter.  The following error can be seen on the source environment's sites.log:

Failed to acquire ticket[[

java.net.ConnectException: Tried all: '1' addresses, but could not connect over HTTP to server: '{host}', port: '{port}'

 failed reasons:

  [0] address:'/{host}',port:'{port}' : java.net.ConnectException: Connection refused
