Site Dropdown Not Populated After First Login Attempt

When logging into Sites for the first time, after the UI loads, the site name dropdown next to the Logout button is blank.

If the page is refreshed, then the sites dropdown is populated.

In the web browser console, the following error is seen:
GET http://{host:port}/sites/REST/users/{username}?dojo.preventCache={id} 500 (Internal Server Error)
"Unable to load /sites/REST/users/{username}?dojo.preventCache={id} status: 500"
