Upgrading OPatch to 13.9.4 with the following command:

java -jar opatch_generic.jar -silent oracle_home=<ORACLE_HOME>

This stops at the step, "Preparing to launch the Oracle Universal Installer from /tmp/OraInstall<Time_stamp>"
