DIP DB to OID Synchronization Profile Fails with error Change Key is NULL (Doc ID 2634881.1)

Symptoms

After creating a DB -> OID synchronization profile, as described in these documents:

the profile is enabled but it fails to bootstrap and the following error messages are shown in the wls_ods1-diagnostic logs:
