REMOTE_USER Not Being Passed from Apache Load Balancer to WebLogic (Doc ID 2635342.1)

Goal

In a topology where Apache Web Server load balancer using the WebLogic Plugin, requests are then passed to two separate WebKogic installations for application execution.
The issue is that we need to pass HTTP Variables to WebLogic for use in applications.

In particular the User ID of the requestor, REMOTE_USER.
Performing SSO (authentication) on the Apache webserver and then make application calls to WebLogic.
The value of REMOTE_USER is populated on the Apache side but don't see it on the WebLogic side.
The WebLogic access log file shows a "-" for the user ID field.

Why isn't REMOTE_USER being passed to WebLogic?
Is it a configuration issue?
