Browser raises HTTP-400 Error When Revoking an IDCS Account with Entitlements from OIM via UI (Doc ID 2638037.1)

Goal

Customer has IDCS connector configured in OIM environment. When attempting to remove an IDCS account from a user via the UI, the action fails with an HTTP-400 error.  The following error appears in the diagnostic log:
