Exalogic Virtual 2.0.6.4.X January & July 2019 PSU: Bond0 Does Not Come UP After Reboot On OL7 Guest vServers If Bond0 Is IPoIB Bond (Doc ID 2639794.1)

In Exalogic Virtual 2.0.6.4.X racks running with January 2019 PSU 2.0.6.4.190115 July 2019 PSU 2.0.6.4.190716, bond0 First configured bond not coming on OL7 Guest vServers after reboot is noticed. This only happens if bond0 (First configured bond) is IPoIB bond. If bond0 is EoIB bond then the issue of bond0 not coming up after reboot is not noticed on OL7 Guest vServers.

At the time of the issue checking bond0 and its slaves status, We notice that actual bond0 bond is down even though its slave interfaces are UP. Below is snippet at the time of the issue from OL7 vServer. As you can see bond0 bond is DOWN even though its slave interfaces ib0.800b and ib1.800b are UP

Rebooting OL7 Guest vServers running with January and July 2019 PSU.
