Symptoms

After completing the OIM 12c upgrade process, upon first start of the OIM managed server, the following error is seen:

This is occurring during the bootstrap process and the startup and bootstrap process both abort upon this error.

Changes

Upgrade of existing (and operational) 11.1.2.3 environment.
