Unable to Create NodeManager as a Service on Windows (Doc ID 2646211.1)

When attempting to create a Windows Service for Node Manager, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Navigate to WL_HOME\server\bin\ directory.

2. Run the below command:
installNodeMgrSvc.cmd

3. Receive the errors indicated.
