After SHA2 Certs Install, Communication between Admin and Managed Servers is Broken (Doc ID 2650664.1)

On WLS 10.3.6, when using SHA2, the communication breaks between the Admin and Managed servers. Errors seen in the logs are as follows:

Replacing the SHA1 certificates with SHA2.
