Oracle Identity Governance (OIG) 12c: In Oracle Identity Manager (OIM) Scheduler, Clicking 'Run Now' On Scheduled Job Does Not Execute Immediately, But Instead Is Delayed (Doc ID 2651158.1)

Symptoms

When clicking the 'Run Now' button on any scheduled job in the scheduler, it does not in fact run the job right away - but the job is delayed and will run some amount of time later (sometimes 20-30+ seconds later).

The amount of time is inconsistent.

The same experience exists when using the API (SchedulerService -> triggerNow function).

Changes

This is due to a new version of the third party quartz scheduler that is included in OIG 12.2.1.4 that was not in previous versions.  The issue is with this new version.
