Symptoms

Apex 19.2 is installed on Oracle Database 12c (EE 12.2.0.1.0 - 64bit Production)
Using ORDS Version 19.1.0.r0921545

Unable to access a custom URL using a procedure that replaces the default APEX page.  The following error occurs:
