EDQ Initial Setup Error Message "No Database Found"

On OEDQ 126.96.36.199.0 version when running the initial setup using direct database it errors out with the following error message
No Database Found
No Autonomous Databases could be found in your tenancy region. Please check instance permissions and assigned policies
