Icons/Fonts in the APEX Login Screen Do Not Display in IE11 on Windows 10 (Doc ID 2660879.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When using browser IE 11 on Windows 10 to run an APEX URL -i.e http:/<HOST>:<PORT>/ords/f?p=<appid>:<page>

the icons on the login screen next to the credentials are not visible, that is, the 'Human' icon for Username and 'Key' icon for the password.

The issue is also visible after logging into the APEX Builder, and all of the top-right icons (Settings, Help, Bell, User) are missing too.

EXPECTED BEHAVIOR

The APEX login page is supposed to display small icons in the Workspace Name, Username and Password fields.

In addition, after logging into the APEX environment, all of the top-right icons (Settings, Help, Bell, User) should be visible.

WHAT IS WORKING

----------------------

 The above URL is working on Windows 7, Windows Server 2012,2016,2019.
 The URL is also working from all client machines using Chrome and Edge.

 STEPS
-----------------------
1. From IE 11.0 running on Windows 10, enter the APEX URL and observe the missing icons.
2. Run the same URL from a different machine,  Windows 7 with IE 11 and the icons are present.
3. Same URL ran from other browsers works fine on both machines.
