Symptoms

On : 12.2.1.4.0 version:

There is a performance issue with SOAP web services using SAML when migrating to WebLogic 12.2.1.4.  For a specific web service endpoint, the mean response time is more than 100% longer on our new WLS 12c platform compared to the old WLS 11g platform. In milliseconds this amounts to about 200 ms on WLS 12c compared to about 85 ms on WLS 11g.

A lot of threads in blocked state with the following stack trace.

Changes

Upgrade to 12.2.1.4 from previous Weblogic 10.3.6 version.  The issue is also not present in 12.2.1.3
