Symptoms

When attempting to upgrade a standalone OHS 11.1.1.9 to a standalone OHS 12.2.1.2, the Upgrade Assistant (UA) fails as shown:

The ua.out shows the following errors:

The steps to reproduce are:

1.  Install Standalone OHS 11.1.1.9
2.  Install Standalone OHS 12.2.1.2
3.  Stop OHS 11.1.1.9 using INSTANCE_HOME/bin/opmnctl stopall
4.  Run <12C_Oracle_Home>/oracle_common/upgrade/bin/ua
