Opmnctl Startproc does not Launch Oracle Internet Directory: OID Status Stop

The OID processes can not be started with the opmnctl startproc process-type=OID

$ opmnctl startproc ias-component=OID 
opmnctl: starting opmn managed processes... 
opmn id=myhost.mydomain:6109 
no processes matched this request 

When OID component status is queried it resulted in "STOP" status:

$ opmnctl status 
Processes in Instance: ias904infra.alpha1.cc.cec 
ias-component      | process-type               | pid   | status 
OID                | OID                        | 1858  | Stop *1 
HTTP_Server        | HTTP_Server                | 3788  | Alive 
OC4J               | OC4J_SECURITY              | N/A   | Down 

*1 The process,in this example 1858, does not exist or is not related to an OID process

The $ORACLE_HOME/opmn/logs/ipm.log shows an unsuccessful stop operation for OID:
