Symptoms
WebLogic 12.2.1.3 is certified on JDK8 and is not certified on JDK6 and JDK7. (See: https://www.oracle.com/technetwork/middleware/fmw-122130-certmatrix-3867828.xlsx).

The drivers files are named:
ojdbc7.jar, ojdbc7_g.jar, and ojdbc7dms.jar for JDK7
ojdbc6.jar, ojdbc6_g.jar, and ojdbc6dms.jar for JDK 6
