Symptoms

After completing 11.1.1.8.0 to 12.2.1.4.0 Upgrade, we are unable to login.

Accessing Sites displays the CAS login form
- After submitting the form a blank page is displayed.
- In the browser network console a 404 error is seen for a /sites/js/fw/xhr.js file
- In the browser console, the following error is seen:
