Exalogic Virtual: Dom0 Compute Node In Degraded State After Reboot With O2CB Cluster Offline and Poolfs Missing

Symptoms
In Exalogic Virtual racks with 2.0.6.X.X, issue of Dom0 Compute Nodes showing in degraded state in OVM Manager BUI console. Looking at Dom0 compute node we notice below additional symptoms.
- o2cb cluster is offline which can be confirmed by running "service o2cb status"
- Poolfs is mount is missing when running "df" command and "service ocfs2 status" commands.
Restarting the ovs-agent & o2cb services or even rebooting the Compute node does not bring Dom0 compute node into healthy state. We will still notice that Poolfs is missing and o2cb cluster is offline.
