Exalogic Virtual : VMs unable to start in emoc post patching due "smparition list active" hang on Master Switch (Doc ID 2668375.1)

Post Patching of IB Switches , VMs were unable to start from emoc because "smpartition list active" was hung on Master Switch.

smpartition start fails with the below error

After failing over to the other Switch , "smpartition list active" works for sometime and hangs again.

Exalogic multiracked with Exadata.
