Symptoms

While trying to apply the April 2020 Patch Set Update (PSU) for WebLogic Server 12.2.1.4 - WLS PATCH SET UPDATE 12.2.1.4.200228 Patch 30970477, the following exception is encountered even after the "opatch apply" was issued after disabling the fuser, creating an temporary fuser file and adding /tmp in the PATH variables:
