Symptoms

During in-place upgrade of 12.2.1.2.0 to 12.2.1.4.0 for a clustered environment managed server logging shows:

NullPointerException from "oracle.security.jps.wls.jpswlsstartup.start" is encountered in the managed server out and log files. Sites and CAS are not yet initialized. Managed server will not startup and initialize past JPS (OPSS).
