ORA-907 in Classic Report after Upgrading APEX Database To 19c and APEX to 19.2 Version (Doc ID 2671992.1)

Symptoms

APEX 19.2 on DB 19 and EBS 12.2

- Trying to run a page with a classic report  gives
  Error: ORA-00907: missing right parenthesis,- ora_sqlerrm: ORA-00907: missing right parenthesis

- The query has NO syntax errors as it runs fine when cut and paste as is into a new region

- The Query uses a local view that queries across a database link to an EBS object
 
- The dblink and view have been re-created and reproducing the same issue after recreating them


Changes

 Upgrading All to new version on a separated server
