Checkin_Universal of WebCenter Content (WCC) Documents Fail Due to Invalid Date Field via WSDL (Doc ID 2674186.1)

Goal

Documents are failing checkin through the checkin_universal wsdl with the following error message:

The field 'Term Expiry Date' does not contain a valid date. Unable to parse date '03/08/20 02:46:38'. Unable to parse date format. Runtime error: java.lang.IllegalArgumentException: HOUR_OF_DAY: 2 -> 3
