Why seeing cache data loss in the FMW domain during app and data modules redeployment?

Symptoms
The customer has observed that in the flow of "undeploy" and "deploy" modules they open a jvisualvm/jconsole to the JMX node to check the data of the caches and cache services. Then they perform a suspendService of services. Then they perform undeploy of APP modules and DATA module. When undeploy of the modules has finished, if they consult in jvisualvm/jconsole to verify whether the services are not active, they still see that in the services tab, it still maintains the services. The procedure they follow for the redeployment is :Suspend storage enabled services->Undeploy->Resume storage enabled services -> Deploy modules: however, intermittently they see data loss.
