OIM: "Password Expired and "Password Expiry Warning" Notifications are Not Sent to User's Manager if User doesn't Have Email Address (Doc ID 2678341.1)

Goal

When creating the user or resetting user password in Oracle Identity Manager (OIM), the notification email is sent to user's manager if the user has no email address and system properties XL.NotifyUserCreateToOther and XL.NotifyPasswordGenerationToOther are TRUE;

XL.NotifyUserCreateToOther - Send create user email notification to both user and manager
XL.NotifyPasswordGenerationToOther - Notify other recipients with the password reset email if email of user is null

However, the "Password Expired" and "Password Expiry Warning" notifications are not sent to user's manager if user doesn't have email address. Not sent to xelsysadm also. The Password Expiration Task and Password Warning Task scheduled jobs have been executed. The notifications can be received by user him/herselft if he/she has the email address.

Can we send the password expiration/warning notifications user's manager?
