Oracle Identity Governance (OIG) 12.2.1.3 "Password Expired and "Password Expiry Warning" Notifications are Not Sent to User's Manager if User doesn't Have Email Address (Doc ID 2678341.1)

Goal

If a user does not have an email address, can the "Password Expiry Warning" and "Password Expired" notifications be sent to the user's manager/xelsysadm?

When initially creating the user or resetting a user password in Oracle Identity Manager (OIM), the notification email is sent to user's manager if the user has no email address and the system properties XL.NotifyUserCreateToOther and XL.NotifyPasswordGeneration onToOther are both set to "TRUE"

     XL.NotifyUserCreateToOther - Send create user email notification to both user and manager
     XL.NotifyPasswordGenerationToOther - Notify other recipients with the password reset email if email of user is null

However, there is no way to send a "Password Expiry Warning" or "Password Expired" notification to the user's manager or xelsysadm if the user doesn't have email address.
