WebLogic Admin Console Summary of Servers not in Synch with Correct Server Status (Doc ID 2680553.1)

Symptoms

On WebLogic Admin Console at summary of Servers page, the Server State is showing FORCE_SHUTTING_DOWN and Status of Last Action is showing as FAILED. However, the managed servers were already SHUTDOWN when checked on server logs.
