Portal RUI-Content Manager and Content UI-ADF UI not allowing the Main page to display (Doc ID 2681172.1)

Symptoms

When creating a new portal in Webcenter Portal, the Documents service is enabled, and Portal creates a folder under Enterprise Folders for the Portal.

However, we are getting a path error in logs and unable to add the Content Manager taskflow.

Webcenter Portal and Content had been upgraded from 12.2.1.3.0 to 12.2.1.4.0

The Path error:

Content UI-ADF UI gives this error:
