Unable To Upload Static Application Files Into Our APEX Instance. (Doc ID 2681340.1)

Symptoms

When attempting to attach static files to the Shared components section, the following error occurs.

ERROR
-----------------------

1 Error occurred.
* No file selected!


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to APEX workspace.
2. Select the Application.
3. Click 'Shared Components'.
4. Static Application Files
5. Click 'Upload File' button at the right.
6. Choose Files and Click 'Upload'.

Changes

Enable APEX debug trace as suggested below.

After analyzing the APEX debug trace files, you will notice the following error:

- ora_sqlerrm: ORA-01950: no privileges on tablespace 'USERS'
- error_backtrace: ORA-06512: at "APEX_200100.WWV_FLOW_DML", line 2767
