JSF/HTML Page Cannot Be Rendered In Design View of JDeveloper

Symptoms
When creating a new blank JSF/HTML page, the visual editor is stuck for some minutes with the message as below.
"Waiting for Designer to initialize Rendering Page"
Switching to code view and back to designer will release that stuck situation. But switching repeatedly, JDeveloper crashes.
This issue is reproduced in JDeveloper 12.2.1.2 or later.
