On : APEX 5.1.3.00 version, Administration

When attempting to Upgrade to APEX 20.1
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Ran apexins from APEX 20.1 on a database with APEX 5.1. to have an automatic upgrade after install
2. The Install abort with errors in log
