In OCI Environments SOA Composites Are Not Showing In The SOA Folders After The Deployment. (Doc ID 2684280.1)

Symptoms

In a new OCI SOA environment, SOA Composites are not showing in the SOA Folders after the deployment. It was observed that did the deployment and not able to see the deployed composites in the SOA Foldeers. Looks like it needs restart of Managed server to reflect the changes. Do not to know the reason for this behaviour. User can not afford to restart SOA services every time they do a deployment. This works fine in well few other environments.
