SQL Developer Connection To A SSL Alias Fails With "Status: Failure -Test failed: PKI classes not found." (Doc ID 2684342.1)

Symptoms

You are trying to connect SQL Developer with TCPS protocol using JDBC thin client connection. You have followed steps in:

<Note:1301925.1>- How To Configure Oracle SQLDeveloper To Connect To A SSL Alias

but it fails with error: 

Status: Failure -Test failed: PKI classes not found. To use 'connect /' functionality, oraclepki.jar must be in the classpath: java.lang.NoClassDefFoundError


However, SQL*Plus is able to connect using SSL.
