On JDeveloper 12.1.3.0.0, three property menus for BeforePhase(or AfterPhase) property of f:view tag are displayed:

So, neither "Edit" nor "Method Expression Builder" menus can be used on 12.2.1 or later in order to set BeforePhase property.
