Cannot Create a New Variable Using NG DESIGNER Profile Despite Profile Showing Privileges (Doc ID 2684930.1)

Symptoms

In Oracle Data Integrator (ODI) 12.2.1.x, a new user created with CONNECT and NG DESIGNER profiles has been granted access to a project.

The user can see variables and update variables in the project, but they are not able to create any NEW variables despite profile showing "new" method on variable object in the permissions.

If there are existing variables in the project and the user right clicks on any of the existing variables, then the New option can be seen, but if the user right clicks on "Variables", the option "New" is missing.


The new user should be able to create new variables without having any existing ones.


The issue can be observed when using the following steps:
1. Go to Security -> Users -> create new User
2. Assign the profiles CONNECT and NG DESIGNER
3. Give permissions for one project by dragging and dropping it from Designer to the user's instances
4. Connect with the new user
5. Try to create a new variable in the project
