Why in the container cloud cluster deployment using Oracle Coherence operator reports health check failing?

A Cloud customer reported that having some trouble with one of their cluster deployment via Oracle Coherence Operator. In a 17 member cluster, all but two clusters become ready via the health check. Even though the health check is failing, the pods are operational. Eventually, however, the rest of the pods in the cluster also starts failing health check, but are still operational.
