Coherence*Web Cache Services Are Not Restarted When Coherence Server Is Restored. (Doc ID 2686414.1)

Symptoms

Customer reported that COH*web cluster started well with all the nodes during the maintenance window. Later coh*web members reported 'stopping cluster service' errors. Then never succeeded restarting the services and joined back the cluster. Sometime one of several WebLogic Coherence*Web stops using CPU and seems to do nothing. In the WebLogic server log of such node, there is below message in the server logs. The observation is that as far as I know in this situation coherence should try to restart the service again. This is not happening.
