Symptoms
ISSUE
-----------------------
When multiple applications created in IPM (Imaging) each having respective security groups, the FileStoreProvider in WebCenter Content(UCM/WCC) is not routing content checked-in thru IPM in WCC to different storage when using rule and is defaulted to weblayout and vault paths.
Example:
Documents uploaded for IPM Application1 goes to QAFileStorage1.
Documents uploaded for IPM Application2 goes to QAFileStorage2 and so on.

STEPS TO REPLICATE
-----------------------
1. Create applications in IPM.
2. Create above referenced rule so that FileStoreProvider in UCM stores content checked-in thru IPM in WCC to different storage.
3. This is not working and content is instead checked-in weblayout and vault locations.
BUSINESS IMPACT
-----------------------
Admin(s) are unable to check-in content to different storage when using FileStoreProvider and storage rule.
