Re-starting ODI Journal Drops All J$ Tables in Consistent Set (Doc ID 2690385.1)

Symptoms

When adding a model to an existing (Changed Data Capture) CDC Consistent Set Journalization with knowledge module "JKM Oracle to Oracle Consistent (OGG Online)" on Oracle Data Integrator (ODI) 12.2.1.3.0, all the existing J$ tables are dropped after the Journal "restart". 

This behavior contradicts the ODI documentation where it is indicated that the Consistent Set JKMs support restarting the journals without losing any data.

In the section 'Start/Drop the journals' the following is mentioned:

Note: Dropping the journals deletes all captured changes as well as the infrastructure. For simple journalizing, starting the journal in addition deletes the journal contents. Consistent Set JKMs support restarting the journals without losing any data.
