OIM Allows an End User to Select his/her Manager But Throws a Permission Error While Submitting a Request

On : 11.1.2.3, Requests
OIM allows an End user to select his/her manager (shows in the list of users to raise request) but throws a permission error while submitting a request
The issue can be reproduced at will with the following steps:
1. Have OIM user A report to OIM user B
2. Login as OIM user A and click on Request for Others tab. OIM user B(manager) is shown in the user list.
3. Add one or more access to the cart, and click submit.
It fails with below error:
Access denied to logged in user with key to perform direct operation viewUserAccounts for target entity type USER with key
