WLS Startup Takes an Hour to Complete (Doc ID 2690686.1)

Symptoms

Performance issue during startup of a WebLogic managed server taking more than an hour to start.  

CPU consumption was at minimun.

It was noticed that the sequence of startup progress really slow, there isn't big gaps of idle (no log-entires) but log-entries are output within intervals of +-1 minute  apart one from the other.

Very few log-entries output in the log per minute and then 1 minute of inactivity, here a sample of consecutive timestamps from log-entries.
