On : 11.1.2.3.190103 version, Performance
User Policy Evaluations Stuck in Processing. Blocking sessions with row contentions created in DB.
OIM is not able to evaluate user policies. Getting constant database exceptions.
Performance issue with the OIM Server and Database connection issues.

The issue can be reproduced at will with the following steps:
1. Start the OIM servers.
2. Run the Evaluate User Policies scheduled job.
3. See errors thrown in the logs and issues are reported in the Database.
