Logs, WebServices, JNDI Browser and Target Sitemap options are disabled for a Managed Server in EM Console (Doc ID 2692148.1)

Symptoms

 When it is opened the EM Console:

EM Console -> WebLogic Domain -> {your Domain} -> Managed Server/Cluster and later opened the drop down list, the Logs , WebServices, JNDI Browser and Target Sitemap options are disabled (in gray color).

And appears in the top the message:

"Information
Key Enterprise Manager features such as monitoring, security and logging are not available because the Java Required Files (JRF) template has not been applied to the server. You can apply the JRF template now to enable these features. The server must be restarted for this operation to complete. Note that the JRF template includes application deployments, startup and shutdown classes, as well as changes to the system classpath.

Apply JRF Template (button is grey)."
