Document Preview Url does not Display Preview (Doc ID 2693379.1)

Symptoms

The View Document link is not working in the Content Manager Taskflow.  When a user accesses the link, it will open, but will not load any content or details of the document.

Steps to replicate the issue:

1. Create a new Portal
2. Enable Documents
3. Add a Content Manager task flow to the Home page
4. Upload a PDF file
5. Click on the PDF file. Once it opens click on the GetLink icon
6. Open the URL below the View Document section

The link will open but it will not load/show the content of the PDF file.
