WebCenter Sites 12c Managed Servers Won't Start After Applying Weblogic Security Patch 31537019 (Doc ID 2693522.1)

Symptoms

WebCenter Sites 12c managed servers for WebCenter Sites (WCS) and Visitor Services (VS) will not start after applying WebLogic patch 31537019.

Steps taken:
- apply WebLogic patch 31544353
- wcs and vs managed servers start normally
- apply WebLogic patch 31537019
- wcs and vs managed servers will not start, and throws coherence error.
- rollback WebLogic patch 31537019
- wcs and vs managed servers start normally

When the managed servers will not start, found below coherence error in managed server .out log:
