WLS SAF Transactions Stay in Pending Intermittently - Source AIA and Destination OSM (Doc ID 2693679.1)

Symptoms

FMW AIA is the Sender domain and OSM is Receiver domain. SAF messages are not forwarded to the destination and seeing pending messages on the source domain.

Workaround: Restart Destination OSM Domain to resume the functionality.

Below is the pattern observed in OSM thread dumps when the OSM automation threads stall and backlog builds up on AIA SAFs.
