Symptoms
ACTUAL BEHAVIOR
Accessing WebCenter Portal URL returns a blank page. The diagnostic log shows an error like:
Caused by: java.lang.RuntimeException: The defaultPortal is null.

EXPECTED BEHAVIOR
Expect to get to the landing page so users can authenticate.
STEPS
The issue can be reproduced at will with the following steps:
- Access the WebCenter Portal URL.
- Here you will see a blank page.
No login screen.
