12.2.1.4 Populates Encrypted Value In Username When Userid=@db (Doc ID 2695880.1)

Symptoms

http://<HOSTNAME>/forms/frmservlet? returns a garbled userid / ORA-12560: TNS protocol adapter error when trying to log in.

* In formsweb.cfg the userid parameter is been specified as userid=@DB
   Where DB represents the database connect string.

   The customer has custom login logic that uses the userid information as a part of their login.

  
* The following error appears:
   ORA-12560: TNS protocol adapter error for the default Forms login screen.
* The error shows the following garbled value - shows the garbled contents of the userid instead of the actual text userid.
   The garbled contents of the userid match (up to the point where a slash (/) occurs) the encrypted value that appears in the physical formsweb.cfg file.


NOTE:
** This problem occurs ONLY on the 12.2.1.4 server.
  Their 12.2.1.3 server uses this same technique against the same database without error.
** Other configurations do not use the userid=@database technique work without problems.
** When looking at the formsweb.cfg, the userid entry appears correctly in EM.
  When looking at the physical file, the information is encrypted in userid.
  Appears that the information is not decrypted and / or posted into the correct login page location.
