Admin Applets Won't Start From Command Line Interface (CLI) Due To JPS-01055 Error (Doc ID 2696375.1)

Symptoms

ISSUE
-----------------------
After upgrading WebCenter Content (WCC) from 11g to 12.2.1.3 to 12.2.1.4, Admin Applets won't start from command line. Accessing from browsers work as expected.


ERROR
-----------------------
Unable to start the application CongifMan. Failed to initialize. Error initializing the security objects. Unable to execute service method 'getContext'.

oracle.security.jps.JpsException: JPS-01055: Could not create credential store instance. Reason oracle.security.jps.service.policystore.PolicyStoreContainerNotReadyException.


STEPS TO REPLICATE
-----------------------
1. Upgrade WebCenter Content from 11g to 12.2.1.3 and then to 12.2.1.4.
2. Access the Admin Applets from command line.
3. JPS-01055 error is experienced.


BUSINESS IMPACT
-----------------------
Admin(s) are unable to start Admin Applets from command line
